Is there a way i can refund my genuine copy of Windows 10/11 that i bought today? It did not work and I'd wish for my money back!

So I bought the $139 genuine Windows 10/11 upgrade because it was saying my device did not have a Windows 10 version on it. I bought it and it did nothing. It says it is active but also won't let me do much on my PC. Is there a way I can get a refund or an exchange for the same amount; if not, is there something I can do to remedy this?
