Mouse flickering and making laptop unusable

My cursor is constantly flickering. When it flickers, the entire computer starts lagging and becomes basically unusable. The windows key doesn't seem to work, it just makes the screen a little darker for a few seconds. The only temporary solution I have is to press the windows button at the bottom right of the screen with my cursor first and then press it on my keyboard. That seems to stop it for a while but then the flickering just comes back. It happens on startup as well.
