IPv4 communication stops when computer is installed in equipment rack

This is a strange one. I am running Windows 11 Pro on a Dell workstation. When the computer is on my desk next to the equipment rack, everything works normally. Once the computer is installed in the equipment rack, IPv4 stops working. I can remote into the computer even though the computer's network says I am not connected to any networks.I am using the same port on the switch and the same network cable (I tried switching both without any difference). Everything in the Ethernet setting is set to DHCP and I already tried reinstalling the network driver, and used the ipconfig/release, ipconf
