Can't Remove USB Bluetooth Dongle Windows 10

Dongle shows up in Devices and Printers that doesn't exist. I suspect it was a dongle that used a USB Bluetooth adapter, as hardware IDs are USB but it uses the Generic Bluetooth driver. The Generic Bluetooth device then fails to load with Code 31 - no updated driver is available. I can remove the dongle device from Devices and Printers and uninstall or disable the Generic Bluetooth driver (not otherwise needed), while on and in pretty much any sequence, but when I reboot, the non-existent dongle is detected again and the Generic Bluetooth driver is reinstalled, again failing to load with Code
