Windows 10 update stuck on start up screen during restart phase

My update will install normally and when it comes time to restart, my PC will restart and then be stuck on the start up splash screen. Then my motherboard logo will disappear and be replaced by a single loading symbol which will go on forever. This has been happening for a few months and even happens if I try to upgrade to Windows 11.Any help is appreciated.
