Windows 10 becomes nonresponsive but mouse pointer still works

I’m seeing a weird Windows 10 behavior on a colleague’s computer. Every 20 minutes or so, the computer becomes nonresponsive - all onscreen buttons stop working, text cannot be selected in an application like Word nor can menus be accessed, icons on the desktop cannot be selected, the Start menu does nothing, etc. Keyboard shortcuts don’t work either.But the mouse pointer still moves, and if Task Manager is open, it still works fine (and is the ONLY application that remains responsive). And it shows no unusual behavior - nothing hogging CPU or RAM or disk.The computer remains in this unresp
