Windows 10 Cloud Dowload Error

Hello, I have been trying to do a reset on Windows 10 for one of my PCs it was a cloud download however I keep getting an error saying that the "cloud download could not be installed try to do a local install and try again" I Tried that be that did not work is there any settings or any commands in the command prompt that I can use to fix this issue so that I can do a cloud download? Thanks! :)
