Desktop Icons Stuck on top of screen and invisible

I have searched the entire morning for an answer for the following question:Redirecting is no answer in Microsoft community. I was able to find the answer after Googling for the whole morning. I am trying to come back to post the answer in the original question. BUT I could not find the button for "Reply".
