Windows 10 Startup Failure installing to new HDD on Toshiba Satellite P55W-C5314 Touch Screen Laptop, I have followed steps outlined here: And still having error message than windows can not configure hardware and it shuts down PC. Have verified UFEI Settings and BIOS is newest version 1.30. Secure boot is off. This is new drive so there is no recovery partition. tried Diskpart utility and ran Clean disk. Have tried 3 different USB drives and used Windows 10 clean install media created from Microsoft Media Creation tool. still no luck.Any suggestions
