I reset a Windows 10 PC back to factory and now my keyboard and mouse do not work in Windows.

My PC was reset back to factory. Now, my keyboard and mouse will not work in windows, even in Safe Mode. As soon as I get to the Windows screen, the keyboard and mouse stop functioning. I am using a standard PS/2 keyboard with USB 2.0.Things I have tried so far (in no specific order):Tried swapping out the keyboard and mouse. I've tried both wired and wireless mice and 3 hard-wired keyboards.Tried moving keyboard and mouse to different USB ports.Rebooted into Recovery Environment --> Troubleshoot --> Advanced Options --> Startup Settings --> Restart --> Enable Safe Mode.Reboot
