My windows loads with a black screen with a blue circle, When I try to open it in safe mode, the same problem exists. most of the time this problem comes after restarting or I properly shut down the system on the next day as start it, then comes the problem, I use the windows restore option to resolve this problem. But after some days or the same day, this problem comes again.
