Directx help "An internal system error occured"

I want to play a game but it gives me a XAudio error. Other players had this problem and the dev suggested reinstalling DirectX End-User Runtimes (June 2010). I tried to reinstall it and was met with "An internal system error". SFC scanning, verifying the game files, clean booting, and using the net framework tool didn't do the trick.
