hot pluggable USB disks

I could be wrong but I think it is not normal that if you hot plug a USB disk (USB-C) into Windows 10, it should be automatically detected, right ?I do hear a noise, so Windows does detect it, but no matter what I do, I only get to see the drive if I stop and start Windows. It doesn't matter what disk I use, they all have this behaviour.I can eject the drives without issue, no problem there. But the plugging in, doesn't seem to work.Why is that ?My Windows 10 has all the latest patches
