My PC is getting stuck on Getting Devices Ready when im installing windows, How do I fix it?

I had an old PC laying around that I decided to start using. I put in a new sata ssd and went for a clean install of windows 10 32-bit. However when it gets to Getting Devices Ready the screen freezes at different percents every time.I'm confused what's happening and how to fix it.
