The user Profile Service service failed the sign in... But whenever i go shift+restart i dont have the advanced options

Ive looked up everything someone please help. I tried to make a new user account and this is what happened. Whenever i try to boot into safe mode it says i need admin permission. There is no way for me to get into my computer at all.
