Restored Files Created as SIS Links

This is a new one for me: on a Windows 2003 server, some files are being
restored / migrated from another server. The files are being created by
Windows Backup (in restore mode) as "SIS Links". There is some hidden
folder in the root that apparently contains the actual files, and I guess
the files on the NTFS file system are simply hard links to those files?

What the heck is this SIS feature? I'm never experienced such a thing in
using hundreds of W2K and W2K3 systems, doing many thousands of backups and
restores. Is this a side effect of some option on the restore?

In Windows itself, is there some registry option, or UI, that controls
whether this SIS feature is turned on or off?
