Its a question about Tags in windows 10, when I try to put a tag on a file, there is not drop-down suggestion list that I can pick

I try to tag a file in windows 10 file explorer, and in case of creating too many same tags with typos, I try to tag file with existing tags I created before, but the problem is sometime the drop-down suggestion list will show in property box, most of time it didn't shows it to me. how can I enable the Tags suggestion drop-down box every time when I try to give a tag to a file.
