No Windows 10 boot up after Oct 10 Update, Other Problems, Keyboard function only F10, !2,

My HP Pavilion Mini Desk Top cannot complete boot sequence and stuck only on HP logo but without the rotating dots in circle. Booting to bios can only enter F!0 or F12 but could not make selection on boot menu. Pressing Cont+Alt+Delete returns to HP Logo.
