How can I get Windows Mail Contacts to sync?

Contacts in Windows mail will sync incoming but not outgoing. IE: If I create a new contact in Windows Mail, it will not show up in Outlook or iPhone despite using Exchange and iCloud for windows. I have tried all of the solutions on this site: Resolve sync issues in Mail and Calendar apps in Windows 10 - Microsoft Support
