Windows 10, stuck in diagnostic startup, no access to cmd prompt, pin and password do not work, please help.

Title explains it all. PC now stuck and will only loop back to a starry screen that doesn't accept password or pin, or any effort to change them, and can't access command prompt using any of the ways I've found so far including the power cycling to get into recovery.
