Airplanelog files in my c:/windows folder?

I recently discovered files starting with "Airplanelog_". I can delete all of them but one, but they return after every restart. Some of them have foreign language characters as part of the file name. I've tried to delete the one file I cannot get rid of (Airplanelog_2.txt) as administrator, starting in safe mode, attempting to drag and drop into trash, and trying to delete in command line...nothing works. I can't do anything with the file. The others I'm still able to delete, but I can't prevent them from reappearing. All of them are exactly 1KB in size and all have the same text if ope
