Vista Ultimate - Supposed to view DVD's and Burn CD's?

I thought the Ultimate package was supposed to be able to handle standard viewing of DVD's or burning a simple MP3 CD-R?
So far it wont unless it can piggy back on a 3rd party application that actually can?
What is so Ultimate about this?

I tried burning from playlists after I have played them dozens of times.
WMP failed saying it couldn't find the file specified everytime.
I had to install 3rd party apps to get a burn to work period.
Still trying to figure out when the "Ultimate" is actually even a better than ok...
