When I plug in my Xbox controller it powers on but wont let me connect it

When I plug my Xbox controller into my PC it turns on but wont let me connect it (the light on the controller flashes like it is trying to connect), whether that would be with a plug or though Bluetooth, I don't know why it wont show up in the "Add Bluetooth or other device" area. I just have no idea why my controller isnt connecting so if you do please help me.
