Cannot send code to email to login to laptop

I'm having problems with logging into my laptop. After powering it on and trying to type in my passcode, it says "something happened and you PIN isn't available. Click to set up your PIN again." Clicking it leads me to sign into my Microsoft account by typing in my password, or sending a code to my email. I have had this message for months and it sometimes fixes itself but comes back again. I usually send a code to my email and change my PIN to access my laptop. However, now the problem is I cannot send a code to my email: it says "We couldn't send the code. Please try again" or "You've reques
