Does any one know how to get the xbox game bar to launch on PC (Windows 10)?

It does not give me an error, it just wont launch. I've tried to repair, reset and uninstall/reinstall the app and nothing. Microsoft support ran me through multiple troubleshooting steps and it still doesn't work.
