Windows 10 media creation tool to create an ISO C/D/E drives - all with the same error. “We need more space” . Please advise.

I have a laptop with 32GB SSD that came equipped with Windows 10 and Office 365. There’s 10.4 GB of empty space left. I’m trying to use the Windows 10 setup media creation tool to create an ISO file to create a new instance of windows on a 1TB ssd over usb-a. The setup tool says it needs 8GB on C: which I have. I have tried saving the ISO on a usb 128G jump D: drive, the 1TB E: as well as the C: drive - all with the same error. “We need more space” . Please advise.
