I cannot install the MS Store app. When I try to download it all I get is a PDF file!

My Microsoft store app somehow is gone. Now every time I try to download the MS Store app I just get a legal pdf file called "More-Arbitration-Terms-for-Microsoft-Store". I tried the following, but it won't accept the "A" at step 1. What do I do now???1. Press Windows+X and select PowerShell (Admin); 2.
