I have a pc running windows 10 and another with windows 8.1, is it possible to migrate each licensed product to the other pc?

Both came with windows preinstalled, The better of the two however, has windows 8.1 and meets all systems requirements for windows 10. I would like to migrate the operating system of both so the better pc is now running windows 10 as well as retain the windows 8.1 license on the pc currently running windows 10.Currently: (PC-A=win10 & PC-B=win8.1)Preferably: (PC-A=win8.1 & PC-B=win10)
