Restarting WIN10 Laptop Completely to erase all data and everything to get my laptop ready to give it to another person, like brand new

I need help, after the complete erase restart it's back to where i was nothing changed. Shows my lock screen and user and prompts me to enter my password for the profile and shows up an error ""could not be loaded", i cannot get the windows screen, where you can setup it all up like a brand new laptop, please help me.It only gets to 26% then it's at 26% for like 6 minutes then it's undoing changes and restarting two times then I'm back to the lock screen help me.
