Windows 10 freezes (can't close or minimize windows, click taskbar, open start menu), but active window still active (scrolling still works, links etc

For the past week or so my computer randomly freezes as described. If I'm reading an article, sometimes I can still scroll and read through, but I cannot close the window or switch to another tab, open a program through the taskbar, open the start menu, etc, Right clicks in any of these areas also do not work.This happens about a minute after startup and then again every few minutes.There is no error message.My computer is running with lots of free memory (around 30% usage most times) and CPU is low (up to 15% usually).The only solutions are:1.
