High CPU usage by "WinHTTP Web Proxy Auto-Discovery Service" ,

Hello, I received a new router from my internet provider , and all my devices is working properly ( laptops , PCs, mobiles) only my work laptop not. Before it was working fine, but now the laptop just stop working ( freeze ) and if i run a Task manager i can see that the process " WinHTTP Web Proxy Auto-Discovery Service" has 100% CPU usage and 100 % power usage.I cant terminate this process because it is my work laptop and i dont have admin rights.Please help.
