Windows 10 updates folder date when a file is opened, but not changed.

Why does Windows 10 change the modified date of folder if I open a file within that folder, but don't the change the file, or any of the contents within the folder? I use those to keep track of historical changes. I'm sorry, but this is incorrect behavior. If I don't change ANYTHING, the modified date should not change. See "before and after" pictures. Note the only difference between the two is I opened a file within the folder, but did not change or save the file.
