Sign in to local apps on Win 10 PC - account does not exist error (but it does and OneDrive signed in and functional)

Windows 10 PC - MS sign in dialog says account does not exist but it does and OneDrive signed in and functional with that account. But cannot login to MS local apps except OneDrive without getting "account does not exist" error. Sign in to online apps and account works without any problem at all using the same username/password combination. So the account definitely exists. Locally though it is unrecognised even though it is set up as a user account on the PC.Wondering if it has anything to do with the fact that the PC is in Australia.
