ext-ms-win-oobe-query-l1-1-0.dll missing dependency

I am building a JNI native library for windows and this dependency ( ext-ms-win-oobe-query-l1-1-0.dll ) seems to be missing when trying to use the dll on a Windows 10 machine. Where can I find this dependency ? I installed the VS redistributable but it still did not help.
