Windows 10 memory high usage, immediately after a restart, no process usage explain it

Hi I have physical memory of 32GB.Immediately after a restart I now have 31GB reported used by process explorer.When I start more processes then the PC goes into swapping and is extremely slow. Software compilation and linking is very slow indeed.This started happening in the past few days after the Windows Defender bug that caused all the desktop shortcuts to be deleted.
