Low storage warning followed by a doubling in available storage - and Disk/System cleanup apparently removed little so what is the likely cause?

My educated guess is that after a recent update some old Windows 10 files are retained for a certain period of time and the Cleanup doesn't pick them up - and that it was just a coincidence that my available storage went from around 2GB to 4GB a few minutes after the Disk/System files cleanup which registered about 40MB as removable; I'd like to know as with such relatively low storage I'll know in future to wait for (whatever duration applies) the auto deletion of unnecessary files.
