My laptop charges but won’t power on even after confirming the power button works.

I rebuilt my 14” HP Pavilion laptop (14‑n028la) to change the thermal paste and upgrade ssd. I was able to install windows after putting everything together, left it at the part where it asks me to sign in (this while plugged into power, battery disconnected). I then shut off my laptop and connected the battery while still plugged in to then turn the laptop on again and retake my progress, just to be surprised that it wont show any signs of life (not a light on the power button, but the charging light comes on like normal and turns red when I connect the battery) I used a multimeter and the po
