How do I get in contact with a data support agent?

My microsoft account since 2016 was compromised and the security info has been swapped to a rambler.ru and qq.com email. I can login with my PIN and have removed their device (from China of course) from logged in devices. Am I able to transfer purchases to a new account (minecraft, xbox info)? I can try and do another security info recovery change in a month (2/15/23) assuming this hacker doesn't cancel it within 30 days, as they did before. Insane how microsoft allows .ru and qq domains to change emails. Turn 2FA on and don't store passwords in browser guys.
