Why is my Realtek Audio Console program and Windows New Notifications bar closing immediately when I try to open them?

Hello,I'm having some trouble getting my Realtek Audio Console program to open. Every time I try to open it, it closes immediately. The same thing happens when I try to open my New Notifications bar on the right hand side of my screen. I uninstalled the Realtek software, then reinstalled it, but it still didn't work.
