Win10: Double clicking icons in File Explorer opens a new window to This PC/Quick Access

I ran across this interesting problem today. No matter which icon I try to click in file explorer's main window, it opens a new window to the default location selected in View>Options>Open File Explorer to:... I'm able to use the expanding view on the left to navigate just fine.
