Why is Windows trying to use only "efficency" cores?

I have an Intel CPU with 8 hi-performance (hyper-threadable) cores and 4 low-performance "efficiency" cores.I'm running a CPU intensive task ( a 3D renderer) that uses multiple cores but I find that Window 10 (fully updated) is assigning it to the efficiency cores and leaving the high performance cores mostly unused.See the resource monitor screen shot...This was not a problem before, I've had the computer for more than six months now. But now it is a problem. I already have my "Power Option" set to a high performance plan that should run the CPU at 100% but I'm not getting 100%. I used to get
