Windows in unresponsive after using an app from the microsoft store

I have a surfacepro 4 with the most recent version of windows 10. I tried to convert a jpeg to an svg file using an app i downloaded from the microsoft store. the screen on my surface pro 4 is now flashing and i cannot select anything. I cannot do a system restore as when I get to that screen - it will not allow me to type letters to enter the key for windows 10.
