why do localhost and 127.0.0.1 can't establish a connection on IIS 10 on my MSI computer

Here is my problem, I cannot use localhost nor 127.0.0.1:88 on my machine, I get a message saying that it can't establish a connection with said server ... han ... I don't get it.I have an MSI Raider GE76 portable, I am running Windows 11 Professionnel, 21H2, IIS 10 Here is my host file127.0.0.1 docker-tutorial3 127.0.0.1 kubernetes.docker.internal # Added by Docker Desktop 10.0.0.146 host.docker.internal 10.0.0.146 gateway.docker.internal # To allow the same kube context to work on the host and the container: 127.0.0.1 kubernetes.docker.internal # End of section127.0.0.1 localhost
