Why there's nothing on Microsoft Update catalog website?

Description: I want to update WinRE for our company Windows device and I found a solution from Microsoft document.(Add an update to Windows RE), according to that document, it requires to download update package. When I tried to open it, there's nothing on the website.Problem: Why there's empty content on website - Microsoft Update Catalog ?Thanks.
