I've had this problem for a week now, my cpu wouldn't update in taskmanager before reinstalling windows. I thought maybe reinstalling will fix the issue. It did until I couldn't open any programs on a fresh install. I started to fiddle around and came across hotspot, I turned it on and off and all of the sudden all the programs I tried to open, all opened at once.I have to do this every 10-20 minutes or so if I want to open a new program.What could be the issue, it's really strange.
