Why don't Microsoft ban repositories on Github that helps people to get free Windows license?

I won't link the repository but there's a very well-known repository on Github about Microsoft activation scripts. From the research I did, I came to learn that it basically "fools" Microsoft servers that you're using genuine Windows OS.It has over 25K stars. I understand that it could be incredibly hard for Microsoft to go after each customer who "activates" Windows using this method and ask them to pay for it. But why wouldn't just they at least ban/suspend/remove this repository since it's contributing to Windows with no fee? And set an example?PS: I have personally nothing against the repo
