I bought a new CPU and now Microsoft is asking me to buy a new key for it. I have my old "Microsoft Recovery Code" but can't find anything to activate

When I search through the Microsoft website, it has me log in and then says they sent me a "code" to my email. The email never arrives. Never. I checked spam folder and nothing. I've done this over and over and get the same results.
