When I try to install .NET Framework 3.5 I get an error 0x80070422

So basically when I try to install .NET Framework 3.5 I get an error 0x80070422. I tried to google the solution and I tried changing my windows update thing in services to automatic instead of disabled but I get acces denied (Seen with the picture below).
