Error code 0x80072F06 - 0x90019 whilst using Media Creation Tool to upgrade to windows 10

HiI am trying to upgrade my Dell Inspiron 3521 from Win 8.1 to 10.I downloaded Media Creation Tool but I keep on getting this:'There was a problem running this tool' and error code Error code 0x80072F06 - 0x90019I tried to upgrade as well as to download the ISO image but same error.
