How do you reset a Microsoft Live password when you do not have enough information according to the form?

I am trying to help my 89 year old step-father to get into his Microsoft Live account. He has probably only ever signed into this thing once in the last 10 years and cannot remember the password.We have filled out the recovery form - which has reported that 'not enough information was supplied'. Basically we only have his personal details and no idea what any previous passwords might have been (he can't even remember creating the account, although he must have done so).This process is ridiculous and annoying because you just get pushed back to the form - with the same result; there is just no
